“In the upstate, they are the old Republican Party. They are not used to ever losing; they win all the time. In that atmosphere, there is a lot of infighting — this guy’s a RINO or that guy’s a RINO.” In a larger sense, though, this is not really an issue of new and old. After all, the debate between Graham-style spending and Norman-style fiscal restraint is as old as the nation. It’s more an issue of longtime South Carolinians and new arrivals. And it will keep playing out as Americans continue to move south.
